Contracts Manager (Saudi Nationals)
International Systems Engineering - Riyadh, Saudi Arabia
•Manage a small Contracts Team, ensuring alignment with the overall Commercial & Procurement team’s objectives.
•Effectively manage the implementation and subsequent maintenance and adherence of the Commercial Policies & Procedures, and ensure that the Company’s commercial activities under his/her control operate within a robust framework.
•Lead the preparation and drafting of commercial terms for proposals, ensuring that commercial risks and opportunities are identified and managed appropriately
•Drafting and negotiating any changes to contracts, managing customer issues through to contract award or contract amendment acceptance.
•Lead in the timely determination of the Commercial activities, including negotiation of contracts and associated Agreements, required to deliver a proposal to a Customer.
•Develop & negotiate business agreements (eg MOUs, NDAs, Teaming Agreements, TAAs, etc) and work closely with the Legal Advisor to obtain timely and accurate commercial/contractual legal advice..
•Responsible for the effective commercial and financial management of all contracts under the job holder responsibilities, ensuring that commercial activities are performed in accordance with the contractual scope of work and other contractual requirements, and compliant with the Company life cycle management guidelines and mandates.
•Implement change management and commercial control.
•Establish and maintain effective relationship with Customers and Company personnel ensuring that the overall strategy and long term interests of the Company are not jeopardized. This will include regular visits to Customers across KSA.
•Liaising with and providing commercial guidance and support to other functions within the Company, including responding to commercial queries on a regular basis.
•Assist the Head of C&P in liaison with Customer and Sub-contractor contacts, at every level, with the clear aim of fostering long terms partnerships that can actively assist in future orders or existing contractual matters.
•In times of absence of the Head of C&P, the job holder will be expected to competently execute the Head of C&P’s roles and responsibilities.
•Oversee the preparation of Commercial Management Plans required to manage the contracts and as required at the LCM Phase 2A.
•Ensure the Contracts Team adopts Commercial Plans to manage Contracts.
•Responsible for the effective implementation of (LCM) guidance or equivalent Company gated phase review process, from Request to Bid Approval to Contract Acceptance (Phase2B).
•Leading the preparation of Requests for Bid Approvals (RBAs) to be presented to the Head of Commercial & Procurement for approval.
•Seek authorization from the Head of C&P for release of approved costed proposals to Customers in accordance with delegated authorities and approved signing limits
•Work closely with the Procurement team to monitor the key aspects of the project sub-contracted work when associated with the Customer contracts.
•Work closely with the Company Legal Advisor to ensure the legal requirements for contracts and agreements are met.
•Actively support the Project Teams in Contracts close-out (eg. LCM Phase 7/8).
•Support the Head of C&P to manage the day-to-day resourcing and personnel issues within the Contracts Team.
•Responsible to produce relevant reports on a weekly, monthly, quarterly and annually basis, as directed by the Head of C&P.
•Contribute to the Contracts Status Review Report (CSR) on applicable frequency depending on the nature of contract.
Subcontract / commercial / subcontracting experience in an IT/Telecomm environment inside an ISO 9000 framework, preferable
Good negotiation and contract management skills
Excellent communication skills, both written and oral with the ability to produce management summaries to illustrate key-issues and prepare contracts and other legally binding documents ensuring that the interests of the company are safeguarded fully
Ability to act upon own initiative and work under pressure, utilizing creative thinking and analytical methods to resolve complex business and contractual issues.
1.Experience of MoD contract terms, practices and processes, in particular those applicable in KSA
2.Professional Qualification in Procurement / Supply, Subcontract or Supplier / Commercial Management
3.Experience in the risks identification and management would be beneficial
