IRD is recruiting for highly motivated and experienced staff for an anticipated program entitled the “Jordan Community Engagement Program.” The goal of the program is to strengthen community and national engagement in the context of regional volatility and transitions associated with domestic policy reform, economic conditions and demographic changes. The goal will be supported by the achievement of three objectives:
1.Expand NGO, community organization, professional association and government efforts to build resilience and address cohesion-related challenges;
2.Increase civil society-government-private sector cooperation in building resilience and addressing cohesion-related challenges; and
3.Strengthen skills and build other capacity relevant to community and national cohesion.
The following position is contingent on receipt of funding for the program.
Monitoring and Evaluation Manager:
•Support the development of the Performance Monitoring Plan (PMP) for the program, including development of indicators and setting of targets.
•Develop the frameworks and methodologies for the field-based monitoring that will enable the required data gathering.
•Ensure that grantees and recipients understand the framework and procedures for the monitoring and reporting on activities.
•Ensure the quality of the data collected and the efficacy of data collection methods through spot checks; randomized visits and follow up with other team members.
•Support any external agencies that may be sub-contracted to implement special surveys and studies required for evaluating the project’s outcomes and outputs.
•Develop and implement a plan for project-related capacity-building for other project staff on the M&E systems developed.
•Design and develop any computer-based support that may be required for recording and aggregating data, tracking project performance and generating reports. HQ-support will be provided.
•Conduct capacity building of project staff to ensure accurate population of the mechanisms designed through training, mentoring or development of guidelines as necessary.
•Guide staff and stakeholders in preparing their progress reports. Analyze these reports with those generating them to review and address any problems and identify actions needed.
•Report any identified problem areas to senior management.
•Prepare reports on M&E findings, as required, and contribute M&E data, graphics and text to the quarterly and annual reports and to project success stories.
•Undertake regular visits to the field to support implementation of M&E and to identify any adaptations that might be needed to formats, processes or methodologies.
•Other duties as assigned.
Education Requirements:
- A university degree in a relevant field. Coursework in statistics is a plus.
Experience Requirement:
- At least four years of experience in a monitoring and evaluation including experience on a USAID-funded program
Skills Required:
1.Demonstrable computer skills in MS Office programs, particularly excel and access, Internet, and Email.
2.Outstanding communication skills, fluent in English and Arabic.
3.Willingness to travel outside of Amman regularly.
4.Reliable, honest, transparent; commitment for hard work and exceptional work ethics.
