A- BACKGROUND



The DRC has been operating in the Middle East for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes. In addition to the new Jordan programme, DRC has significant programmes in Iraq, Lebanon and Syria and a Regional Office in Amman, all working on issues related to Iraqi or Syrian displacement, as well as Palestinian and Migration issues.



Currently 95,000 Syrians have either registered in Jordan, or are waiting to do so. The Jordanian government estimates that an additional 100,000 Syrians are living in Jordan illegally and choosing not to register with the authorities/UNHCR. Of this population, approximately 47,000 reside in Za’atari refugee camp, with the remainder either being hosted by Jordanian friends and relatives – or paying commercial rent.



Significant protection and shelter/NFI issues have been identified as priorities over the coming winter months, but DRC intends to develop a more holistic approach to the Syrian crisis- recognizing the need to increase protection and self-reliance amongst the population whilst reducing the impact on the hosting communities.



DRC is currently implementing projects aiming to provide capacity building to the appointed NGO by the Jordanian Government to manage the Zaatari camp in Mafraq Governorate and to provide the appointed NGO with a contingency stock of winterization materials.



B- Scope of Work



The Senior Supply Chain Officer is responsible for supporting day-to-day operations regarding preparation, implementation, and finalization of procurement and distribution processes for approx. 880,000 euros over 3 months.



C- Duties and responsibilities


•To serve as a DRC Jordan focal point on all matters related to winterization procurement for Za’atari Camp and urban settlements within the ECHO project;
•Ensure that procurement is carried out in accordance to DRC and donor-specific polices and procedures;
•Procure or follow up on all necessary items for programs (directly or through partner organizations);
•Ensure that all materials purchased are of appropriate quality and price and are delivered in a timely manner;
•Generate all required procurement documentation and maintain records and files;
•Coordinate with Admin/Finance Department to make sure the payments delivered to the suppliers;
•Assist program staff with raising order requests (ORs) and provide price estimations of goods as requested;
•Monitor procurement related budgets and track expenditure;
•Update program staff on status of procurement and maintain regular contact with supervisor on matters of procurement;
•Work with partner NGOs to build their capacity; and
•Perform other duties as required by the Distribution Manager.

The Senior Supply Chain Officer shall ensure that all activities under its responsibility are conducted so as to comply with the obligations of the DRC to its beneficiaries, staff and other stakeholders under its jurisdiction, in accordance system of quality management of humanitarian DRC, including the standard HAP related to international partnerships for humanitarian admissibility.



Qualifications:
•University Degree in logistics, procurement or business administration.
•Minimum of 2 years professional experience in procurement, preferably with an INGO.
•Work experience on donor funded projects is an asset.
•Possession of a Valid Jordanian Driving license is an asset.
•Strong command in Arabic and English, both writing and speaking.
•Able to be flexible, work under pressure, multitask, an excellent team player and to work in a multinational environment.
