Job Description:
•Prepare the guidelines and framework for creating state-of-the art telecommunication infrastructure and system architecture for ITS applications in the Emirate.
•Generating the Terms of References and Proposals for expanding the ITS Wide Area Network (WAN) in the Emirate by utilising the proven developments in the field of wired and wireless radio communications, i.e. fiber-optic transmission, DSL, , ADSL, GPRS WiMAX, Microwave, Laser, etc.
•Generating the Terms of References and Proposals for the new ITS system architecture, hardware, software, interfaces, integration requirements, etc. by utilising the proven developments and current practice in the field of Traffic Signalling Systems, CCTV Monitoring and Surveillance Systems, Incident Detection & Traffic Classification Systems, Traveller Information Systems, Dynamic Messaging and Signage Systems, Web Applications, etc.
•Reviewing and analyzing the existing systems, network and practices currently being followed for ITS implementation in the Emirate, and then working towards aligning the design and implementation of ITS in the Emirate, with the current and proven International Standards and recent developments within the Information Technology and Computer Industry.
•Propose, organizing, coordinating, and identifying priorities with respect to improvements to ITS computer systems and telecommunications components, based on knowledge and review of day-to-day systems and telecommunications performance, and making suitable recommendations to the ITS Director.
•Review technical and commercial proposals from COMPANY appointed Consultants and Specialist Contractors for activities involving design, implementation, operations and maintenance of ITS assets. Prepares Evaluation reports and provides concise advice in matters related to decision making to the Director of the department.
•Supervises the performance of conceptual, preliminary and detailed design of expansion, enhancement or replacement activities for ITS computer system and telecommunication components in conjunction with enhancements and expansions to the ITS network, in coordination with designated Consultants and relevant departments within COMPANY.
•Develop performance measures to assess the effectiveness and performance of the ITS systems and telecommunications components. Surveys and monitors regularly all computer systems and telecommunications interfaces to apply these performance measures.
•Identify system functional requirements revisions and changes, and determining system components needed to address these changes in coordination with relevant stakeholders, aligning with the overall roadmap of future ITS Expansions in the Emirate.
•Supervise the preparation, as instructed, of reports and replies to the Directors, Managers of Sections, Head of Committees on matters relevant to ITS system design, implementation, communications management and pertinent activities internal to the COMPANY and external to the relevant stakeholders.
•Generate Best-Practice Guidelines, formulating and establishing policies and procedures in co-ordination with all the relevant sections of ITS, and ensuring the adoption of the same, such that the ITS systems are maintained and operated to the highest of levels
•Coordinates for the Salik ETC System activities within the ITS department for the implementation, operation and maintenance of telecommunication components associated with the Salik ETC system.
•Provide recommendations and generating proposals for the ITS Director for any computer and communications activities that can be performed internally with current COMPANY's resources.
•Generate performance reports for the Director, indicating the level of service from the consultants and contractors performing ITS Consultancy and Construction works for design, implementation, maintenance and operations of ITS.
Skills
• Testing, validating and verifying software and hardware for computer systems applications and telecommunications Development of systems test plans
• Familiarity with IEEE system engineering methodologies and telecommunication standards
•Familiarity with TCP/IP, local area networks, and wide area networks, including digital data and video image transmission using asynchronous transfer mode (ATM) networks.
•Familiarity and technical training in operation and maintenance of GSM and other wireless communications media
•Familiarity and technical training in broadband communications, for analogue and digital video, data and voice applications
•Experience in use of Windows operating systems, object-oriented and client-server networks.
