Attending Weekly and/or fortnightly meetings with Senior Buyers:-
For monitoring job progress from their respective groups to meet sectional/departmental goals & metrics (around 600 P.Os per month) excluding direct out PRs. Resolving long standing issues on outstanding PRs & RFQs and provide support to help them achieve set targets. Obtain feedback and resolve problems on outstanding deliveries to meet end user requirements. Resolve prolonged Material Discrepancy Reports pending with suppliers and close out for payment. Ensure payments are made to suppliers on time to expedite materials on time.
Tender Committee (TC) Submissions:-
Supervise and guide respective Senior Buyers & Buyers for timely completion and submissions for TC approvals. Prepare & Review of all TC submissions on weekly basis and ensure inclusion of same in agenda. Completely responsible for all TC submissions generated in the section for clarity, quality and
completeness supported with relevant documents and annexures.
Coordination with all respective departmental heads/end users and buyers in section for correct TC submissions.
Procurement Policies and Procedures:-
Ensure that all staff strictly follow and adopt Procurement policies and procedures in all respects without any deviations while performing their tasks.Monitoring and reviewing of bidders list prepared by staff for assuring compliance & conformance to procurement policies and procedures. Release of around 600 P, Os per month.
Technical & Commercial Reviews:-
Guide, train and supervise all technical evaluations carried out by staff for all stock items in order to assure quality and compliance to procedures to eliminate MDRs. Review of technical evaluations of end users for correctness and completeness in line with procedures. Resolving and fixing all complex technical problems in coordination with end users and suppliers to help
and support staff for avoiding delays as well to meet customer requirements. Review of Commercial evaluations for correctness and completeness in line with terms & conditions.
Negotiations with suppliers:- Negotiation with suppliers on price and delivery for the benefit of company even in competitive biddings. Negotiation with sole source OEM suppliers also in regard to price and deliveries for deriving maximum advantage & benefit for company.
Emergency Purchase and Expediting of Materials:-
Almost all Emergency & Urgent items are being handled personally, especially complicated and long
lead equipment and spares. Contacting potential and/or known supplier immediately even during nights, week ends and odd hours also to obtain quotation and issue P.O. Follow up with supplier for expediting delivery within scheduled time in order to meet plant operational requirements. Deciding on logistics for delivery to site in coordination with end user and supplier depending upon the proximity and Incoterms.
Responsible to support of Turn Around Activities:-
Support of complete procurement activities for all locations (9000 line items) including TC submissions and approvals for high value items covering around 6000 line items. Monitoring & Supervising staff for getting the job done most effectively with quality & cost effective products within planned schedule.
Preparation of weekly progress reports on procurement activities as well attending coordination & updating meetings. Focus on long lead items for issuing P.Os on urgent basis. Ressponsible for Technical & Commercial evaluations of all 9000 items including long lead items and issue of P.Os. Responsible for Logistics and Expediting for receiving materials on time.
Responsible for overall planning & execution of all tasks for procurement activities leading and utilizing available staff most efficiently to meet target dates. Open tender, short list tender, sole source/single source strategies as appropriate to fulfil end user requirements.
