Policy & Compensation Analyst (Definite Contract)
Responsible for conducting job evaluations, salary and benefits analysis and providing advice on QF HR policies to the Foundation’s Head Office and Centres. Support the Head of Compensation in the development and maintenance of competitive and fair HR Policy & Compensation to ensure internal & external equity.
KEY RESULT AREAS
Evaluate benchmark and assess jobs across QF and its Centers in order to determine appropriate grading. Support the maintenance and enhancement of a structured Job Evaluation system (Hay methodology) to maintain internal and external equity.
Acts proactively through analysis of organizational changes or requests from management, to identify positions which require classification or reclassification.
Reviews organizational changes and additions to the establishment to conduct Hay evaluation, salary and benefits analysis. Updates and maintains data in the Job Evaluation Database System.
Assigns grades to all newly created positions and works closely with Manpower Planning to ensure the Manpower Plan is up to date.
Works closely with the recruitment team in processing recruitment by allocating grades to positions and providing advice on the benefits policy application.
Advices on preparation of Job Descriptions and ensure they are accurate and complete through interviews with supervisors and where necessary incumbents.
Receives and investigates salary queries raised by department management for promotions and salary increases, prepares recommendations and follows-up as required.
Receives, analyses and assess Job Evaluation and Re-classification queries.
Participates in the Foundations salary and compensation reviews and other HR surveys and perform financial impact analysis to support the implementation.
Periodically reviews organizational changes which may affect salaries or job grades to locate potential salary problem areas. Prepares reports and recommendations for salary actions within directorates and centres in the Foundation.
Develop and research applicability of HR Policies and Procedures. Analyse changes in Labour Law, Government Policy and benchmark against external parties to recommend changes to ensure standardized and competitive conditions of work in line with QF mandate.
Involved in the continuous review of the HR Policy and updating of policies. Acts a consultant to the HR and Employee relations team on the QF HR Policy and interpretation.
Knowledge, Skills & Experience:
Bachelor’s degree in Social Sciences, Business and Post Graduate education in Human Resources Management with training and hands on experience in job evaluation systems including Hay Ranking Job Evaluation methods.
Excellent working knowledge of standard business software such as MS Office (Excel, Word and PowerPoint). Experience with Oracle E-Business Suite will be an added advantage.
5-7 years experience in human resources management with at least 3 years in compensation and policies.
Excellent verbal and written communication skills in English.
Strong analytical skills are required.
